WHERE WAS THE DOG SQUAD ?

Disguised , furtive  looking  canine  , on the run  ,   going   for a   drink  after    encounters  with   police  on     Melbourne Cup    day .  In  a  party  mood  , he   was  a   dolled-up  passenger  in  a  car , the  driver of  which was   twice   pulled  over  and  breath- tested  on  Magnetic Island .
